Looking at it from the supplier side, still efficiency (lowest CPA) is confused with quality or what you call effectiveness (can a candidate be placed). But more and more companies understand it isn't hard to "trick" jobseekers into starting an apply or even completing it through direct apply (and all kinds of lazy-apply-like-tools). What really matters is one step further down funnel.
